That's because the inspectors were kicked out of Iraq under Clinton, and therefore couldn't continue their running inspection reports. As for what Bush had before him from Blix:

also the strauss-wolfowitz-perle big idea (ideological
fervor) is, while compassing, vastly more grandiose than oil.

Whatever big idea you have in mind will be vastly more probable than Chomsky's oil conspiracy theory.
