Delhi BJP president Madan Lal Khurana, although he represents neither DDA
not MoUD, announced at a press conference that the changes in the Master
Plan to regularise industries in 24 residential areas will be notified on
February 3, 2003. He claimed this had been decided at a recent meeting
between Union urban development minister Ananth Kumar and a BJP
delegation.

24 MORE COLONIES TO BE DECLARED INDUSTRIAL AREAS
NEW DELHI: Twenty four residential colonies in the city would be declared
as industrial areas in the first week of February.
Addressing a press conference on Tuesday, Delhi Bharatiya Janata Party
chief Madan Lal Khurana said: ''More than 70 per cent of these colonies,
including Tri Nagar, Vishwas Nagar and Shahdara, house small scale units.
The industrial activity has been going on in these areas for many years
now.''
In all, about 50,000 industries are believed to be running in these 24
localities. ''About 700,000 workers are employed in these industries. By
converting these areas into industrial zones, we will be able to ensure
that the workers continue to earn their livelihood,'' he said.
The decision to convert these areas into industrial regions was taken at a
recent meeting between Union urban development minister Ananth Kumar and a
BJP delegation, Khurana said.
Besides these, five approved industrial areas, where only small-scale
establishments are allowed at present, would be declared extensive
industrial areas, he said

INDUSTRIES IN 24 RESIDENTIAL AREAS IN FEB: KHURANA

New Delhi, January 28: THE BJP today said that the regularisation of
industries in 24 residential areas would come about on February 3 when the
Union Urban Development Ministry would notify changes in the Master Plan.
Delhi BJP president Madan Lal Khurana said that Urban Development Minister
Ananth Kumar assured him of this today. Kumar's office would not confirm
this as the Minister was busy.
Khurana said that the Centre has also agreed to allow extensive industries
at Lawrence Road, Wazirpur, Naraina Phase I and II, and GT Karnal Road,
places where are only light industries are allowed now. The decision would
be notified next week, he said.
The Masterplan only allows industries using 30 KW power in these places
but the revised plan would permit industries 100 kw, he said. Khurana had
earlier said that parts of the Master plan would be revised and released
in advance.
Khurana said by regularising industries in residential areas, he would
fulfill two of his promises to Delhiites. Khurana is trying to underline
the fact that it is he and not the Congress government which is really
delivering the goods.
Khurana has drawn up a charter of ten promises .
Last week, the Centre's approval of alterations in DDA flats was the first
of these promises, he said. Today he had got two more of these demands
agreed to.
The other points on his list include regularisation of all unauthorised
colonies built till March 31 2002, making commercial and industrial areas
freehold, permitting change of land use, regularisation of three lakh
shops in residential areas, and new industrial areas by amending Master
Plan

KHURANA AGENDA FOR MORE CONCESSIONS

NEW DELHI JAN. 28. The Delhi BJP president, Madan Lal Khurana, is a happy
man these days. The Union Urban Development Minister, Ananth Kumar, has
taken his nine-point agenda of transforming Delhi very seriously.
By agreeing to Mr Khurana's two demands pertaining to allowing alterations
in DDA flats, housing societies and slums; and on declaring "industrial''
24 residential areas -- which had over 70 per cent units operating as
industries -- the Minister appears inclined to increasing the Delhi BJP
president's popularity ahead of the Delhi Assembly elections.
But Mr Khurana is not done just yet. There are seven more cards he holds
up his sleeve. And he made it known today that these problems relating to
the Ministry of Urban Development also need to be resolved as per "our
agenda''.
The remaining problems which are likely to be taken up soon pertain to
both industrial and residential areas.
They include "regularisation of all unauthorised colonies built up to
March 31, 2002'', "making commercial and industrial areas also freehold'',
"permitting change of land use on realising nominal fee'', and "defining
the term `pollution' in the context of industries''.
Besides, the list also includes "regularisation of 3 lakh shops built in
the residential areas for self-employment.'' It also seeks to involve
"permitting doctors, lawyers and other professionals to use any floor
including the basement''.
And taking a step back in time, it desires "implementing the
recommendations of Malhotra Committee to increase the floor area ratio
which would regularise the unauthorised constructions in about 8 lakh
housing units''. Also on the wish list is the "development of new
industrial areas by amending the Master Plan in order to encourage
non-polluting small industrial units''.
