too “vulgar”. But here is the substance of what three freshmen in
Delhi's School of Planning and Architecture (SPA) had to say about what
happened to them last week.
They were forced to have sex with each other. One of them was asked to
copulate with a dog. It happened in the SPA's planning building (which
is, incidentally, next door to the police headquarters at ITO). It took
place during the day. About a dozen students watched.
And what of the culprits? The victims identified seven of them after
they submitted their complaint last Wednesday. A committee was set up
that gave its verdict by the weekend: the complaint was genuine.

too “vulgar”. But here is the substance of what three freshmen in
Delhi's School of Planning and Architecture (SPA) had to say about what
happened to them last week.

copulate with a dog. It happened in the SPA's planning building (which
is, incidentally, next door to the police headquarters at ITO). It took
place during the day. About a dozen students watched.
And what of the culprits? The victims identified seven of them after
they submitted their complaint last Wednesday. A committee was set up,
and by the weekend it had given its verdict: the complaint was genuine.
Initially, the committee had recommended that the seven be thrown out of
the institution. Eventually, after the intervention of 'higher
authorities' it decided to fine each student Rs 10,000 and suspend them
for three weeks. But even here, the SPA has shown a baffling lenience:
the seven students can attend classes during their suspension, they just
won't get marked present if they do.
SPA's dean of Sciences TM Vinod Kumar, confirmed both the incident and
the action taken to the Hindustan Times. The suspensions came into
effect on Monday.
But the nature of the punishment handed out to the perpetrators has
shocked the SPA community about as much as the crime itself. As one
senior professor told HT: "This kind of ragging reflects a sick mind. It
shows not just that we are producing poor quality students, but also
that we are producing poor quality human beings."
The soft nature of the punishment suggests that one of the foremost
institutions of its kind in the country is willing to live with this
reality.
