Mohali architect told to pay for work he got done
Council of Architecture finds him ‘guilty of professional misconduct’

SAS Nagar, January 2: A SENIOR architect based in Mohali has attracted a warning for professional misconduct and has been directed by the Council of Architecture not to obtain work from fellow architects without making due payment.

The order—which has been duly conveyed to architect Parminder Singh Chawla of Parry Associates in Phase 3B2 by Vinod Kumar, registrar-secretary, on behalf of the council—states that the Council of Architecture has held Parminder Singh ‘‘guilty of professional misconduct’’. The order has been issued by the council in exercise of powers vested in it under Section 3 of the Architects Act, 1972. It gave the order after considering the complaint of Sukhwinder Kaur, a Chandigarh-based architect.

Sukhwinder Kaur had approached the Consumers Forum, a consumers association in Chandigarh. The Association forwarded the complaint to the secretary of the Council of Architects, New Delhi, in April 2001 mentioning that they had taken up the matter with Chawla and every time he ‘‘evaded’’ the issue of paying Sukhwinder Kaur for the work done.

In June 2001, Sukhwinder filed a complaint with the Council of Architecture with oral evidence in addition to the photographs of the job done by her. Sukhwinder Kaur said Chawla owed her Rs 12,500 against some drawings she made for his clients.

Parminder Chawla, confirming the council order, said he did not make payment because the drawings were not up to the mark and Sukhwinder dragged the matter. ‘‘The Council has reprimanded me because I could not attend the proceedings in Delhi as my mother was ill,’’ he said.
