Contracting Entity
The contracting entity is the Arbeitsgemeinschaft Werkbundsiedlung
München GbR (Partnership Werkbundsiedlung Munich) in coordination with
the state capital of Munich. The partnership consists of the Deutscher
Werkbund Bayern e. V., Munich and the following developers:

Competition
On the occasion of the centennial of the founding of the Deutscher
Werkbund, the Deutscher Werkbund Bayern e.V. assumed the task of
building a Werkbundsiedlung (housing development) in Munich, the city in
which the Werkbund was founded. For this purpose, the Deutscher Werkbund
Bayern formed a partnership with renowned housing corporations in Munich
to coordinate the planning process of the Werkbundsiedlung on the site
of the former Luitpold barracks in Munich’s Schwabing district. The idea
is to build a very dense residential complex with approximately 400
units, including infrastructure, student housing as well as office
spaces and the like. Through a creative engagement in urban planning,
the environment and architecture as well as through a consideration of
social transformations such as the changing age distribution, the new
Werkbundsiedlung is to provide perspectives for a new type of living in
the city. The organizers are hoping for a result comparable to the
historical Werkbund housing developments such as the Weißenhofsiedlung
in Stuttgart, for example, which will provide inspiration far beyond
Munich for the culture of building and residential living. The project
competition is to develop the urban plan for the Werkbundsiedlung
Wiesenfeld. At the same time, the purpose is to develop exemplary plans
for buildings and find outstanding planning teams for their construction.
Competition Type
A one-stage semi-open project competition in accordance with GRW 1995
(Principles and Guidelines for Competitions in the Areas of Spatial
Planning, Urban Planning and Construction) including a prior application
process within an award procedure in accordance with VOF (German
Construction Contract Procedures).

Participants
Eligible within the scope of the competition are
– natural persons, who in accordance with the legal requirements of
their country of residence are entitled on the day of the announcement
to bear the professional title of architect.
Landscape architects are eligible only in partnership with architects.
If there are no legal provisions for the professional title in the
respective country of residence, then the possession of a diploma,
certificate or other proof of formal qualification recognized in
accordance with the guidelines 85/384/EWG and 89/48/EWG are sufficient
to fulfill the requirement as architect or landscape architect.
– legal entities, whose statutory commercial objectives include planning
services corresponding to the task of the competition. Legal entities
must name an authorized representative who is responsible for the work
submitted to the competition. The authorized representative as well as
the author(s) of the work submitted to the competition must fulfill the
requirements placed on natural persons as participants.
– special partnerships, in which every member fulfills the requirements
placed on natural persons or legal entities.

Freelance collaborators must personally fulfill the requirements for
participations. They must be named in the application documents.
Chosen participants are not permitted to involve any additional authors
or freelance collaborators except those named in the application documents.
Collaboration with landscape architects is a necessary requirement.
Partnerships with landscape architects may also be formed subsequent to
the conclusion of the application process.
The involvement of additional experts as consultants, e.g. from the
fields of energy management, sociology or the arts, is recommended.
The eligibility requirements must be fulfilled on the day of the
announcement (June 30, 2005).
Selection Criteria
A selection board made up of independent experts, representatives of the
“Partnership Werkbundsiedlung Munich” and the administration of the
state capital of Munich will select from the applications approximately
35 participants (plus approximately 5 standbys).
The application must include the following information/documents in German:
– a completed application form (available for download at
www.werkbundsiedlung-wiesenfeld.de)
– documentation of selected reference projects in the area of innovative
residential construction of the last 5 years; a maximum of 4 A4 pages
and additionally as a PDF file on CD-ROM (at a maximum resolution of 150
dpi)
– proof of eligibility
The criteria for the selection of participants are expert knowledge and
experience in tasks of comparable nature and scope (innovative
residential construction) as well as performance in the execution of
such tasks. Novices (diploma not prior to 2000) and small firms (a
maximum of 4 employees including the owner of the firm) are given
appropriate consideration (at least 7 participants), even if they are
unable to prove the required experience and performance record.
The decisive criterion for this group of applicants is solely expert
knowledge as evidenced by the submitted documents.
Only one application is admissible per applicant or partnership.
Submitted documents will not be returned. The applicant is personally
responsible for the completeness of the application.
Incomplete applications are not considered.
If according to these criteria a reasoned selection cannot be made,
prizewinners are chosen by lottery from among the remaining equally
suitable applicants.

If participants in the competition are required to pay value-added tax
in Germany, this will be reimbursed accordingly.
The jury reserves the right by unanimous decision to distribute the
prize amount in an alternative manner and also to award special prizes
(4.2 GRW). The net total of the advertised prize amount, however, will
be distributed.
