CoA was in both, but does not answer queries (at least not mine).
I have written, cc CoA, to commerce ministry, in cont. of letter after
GATS meeting at ITPI in 2003, to ask details, etc

yes, i know of this old consultation, there has been progress, but all
institutions are silent on the developments since. gita, i don't mind
updating your old site with questions and queries the institutions
should have answered. i'll see what i can do after that.
