The National Agency for the Construction and Management of the Algiers
Mosque is issuing this invitation to consultants to express their
interest in designing and supervising the construction of the Algiers
mosque, on a site covering several hectares.
The project includes:
* A covered prayer room for over 40,000 faithful.
* An 80,000 person capacity plaza with appurtenances.
* A 250 to 300 metre Minaret. (A living, dynamic Minaret comprising
several levels, which will have to house a museum whose rooms will be on
different floors representing centuries of history and art, as well as
several scientific research centres.)
* A 1,500 seat conference room with appurtenances.
* Dar El Coran (large post-graduate school) for over 300 Islamic Studies
and Humanities students.
* A cultural centre with libraries, media centres, amphitheatres, etc.
* A 300 room hotel.
* A specialized health centre.
* Shops, restaurants and services.
* Workshops and arts and crafts stores.
* Parking lots and parking spaces.
* Gardens and recreation parks.
All these structuring projects must have a typically Algerian
architectural and urban appearance.
The engineering firm involved will provide the following services:
methodology support, definitions of procedures and of management tools,
consulting services and “hands-on” training to enable the National
Agency for the Construction and Management of the Algiers Mosque to
effectively administer the delegated design and construction services
relating to the projects listed above, in terms of optimizing the choice
of stakeholders, contract administration, and compliance with budgets
and deadlines. Throughout this mandate, services to be rendered will
take the form of a mission on behalf of the Agency and will last for the
time period specified in the contract.
The delivery of these services requires the skills of a specialized
engineering firm, experienced in overseeing large-scale infrastructures,
architecture, works of art, technology, information and communications
projects.
