Do we really need a chief city architect?

The issue of whether or not a city should have a municipal chief
architect was a heated topic in the recent discussion of the Decree on
Urban Architectural Management. This article raises some of the opinions
on the issue.
Vietnam has become rapidly urbanised. By February 2006, there were 684
towns and 34 cities nation wide. The process of urbanisation has brought
with it both advantages and disadvantages.
There is a belief that unplanned towns and cities, in which there is
often a mixture of architectural styles and a diversity of colours,
results in the town or city becoming aesthetically displeasing.
Furthering the ugly appearance of many towns and cities are the electric
wires hanging low on the streets and excessive advertising in public places.
The Ministry of Construction is calling for a decree on urban
architectural management to govern the development in urban areas of
Vietnam.
