The Government has decided to set up a Committee to study the issue of restructuring of MCD and suggest an appropriate model. The Committee is headed by Shri Omesh Saigal, retired IAS officer, former Secretary to the Government of India and former Chief Secretary of Delhi. The committee consists of the Union Home Secretary or his representative, the Union Urban Development Secretary or his representative, Secretary, Municipal Affairs of the Government of West Bengal and Prof. V.N. Alok from the Indian Institute of Public Administration. Shri O.P. Kelkar, Principal Secretary (Urban Development) will be the Member Secretary. The involvement of Secretary, Municipal Affairs of the Government of West Bengal will ensure that the experience of working of a number of municipal bodies in the metropolitan city of Kolkata is available with the Committee.

Terms of reference of the Committee include study of the previous reports submitted by the Balakrishnan Committee and the Virendra Prakash Committee on the issue of restructuring of MCD in the context of the current situation; examine the comparative advantages of having one Corporation in the whole of Delhi vis-à-vis a number of smaller Corporations from the point of view of managing civic services efficiently; look at the financial and administrative viability of smaller Corporations and suggest changes that are required in the existing law for the purpose of restructuring. The Committee has been asked to submit its report within a period of two months.

The Government has also decided to set up another Committee to look into the issue of multiplicity of institutions dealing with urban development in Delhi. This Committee is headed by Shri Ashok Pradhan, retired IAS officer, and former Secretary to the Government of India. Shri Pradhan has held various important positions in the Delhi Government during his career. This committee consists of the Union Home Secretary or his representative, Union Urban Development Secretary or his representative, Chief Secretary of Delhi and Dr. Kanika Bhal, Associate Professor of Management Studies of IIT, Delhi. Shri O.P. Kelkar, Principal Secretary, Urban Development will be the Member Secretary.

This Committee has been entrusted the task of identifying authorities/agencies which are discharging various functions in relation to urban development in the NCT of Delhi; determine their respective roles, responsibilities, inter-relationships and existing arrangements for coordination; contribution made by these agencies in the development of the National Capital; the level of effectiveness in addressing the issues of urban growth; the bottlenecks in dealing with urban development issues; the need for having different agencies in the context of Delhi being National Capital Territory and finally to identify alternative mechanism that can deal with the problem of urban growth in Delhi more effectively. The committee has been asked to submit its report within four weeks.

Involvement of IIPA and IIT in these two committees is to benefit from their independent expert opinion on management issues.
