MCD AND DDA ACTS TO BE LOOKED AFRESH : JAIPAL REDDY

Urban Development Minister Shri Jaipal Reddy said that his ministry’s 
sincere and maximum endeavor is to bring the Master Plan Delhi 2021 by 
the end of January 2007. Shri Reddy was replying to the discussion under 
the rule 193 regarding situation arising out of sealing drive in Delhi 
in Lok Sabha today.

He told the House that for the first time in the history of Independent 
India, the Government of India went to Supreme Court repeatedly to get 
relief to the people. Shri Jaipal Reddy said that after Supreme Court 
ruling, 90 percent of traders have been provided relief. He stated that 
the Apex Court has permitted the MCD to come up with additional roads 
for commercial purpose, and the MCD is surveying the roads and will go 
to Supreme Court for clearance before notifying them.

The Union Urban Development Minister told the House that the 7th 
September 2006 notification has given protection to all schools 
operating in residential areas up to May 2007 and the protection can go 
beyond that date after getting clearance from the local bodies. He 
informed the members that the Delhi Laws (special provisions) Act 2006 
was not stayed or suspended by the Supreme Court and the Act is in 
operation.

Shri Jaipal Reddy said that about 1400 colonies in the capital would 
soon be regularized and the processing in this regard is at an advanced 
stage. Stating that the UPA government is planning to build one-lakh 
houses for slum dwellers in the next two years, the Minister said none 
of the slum dwellers would be disturbed normally and the slums would be 
developed in situ using the slum land as a resource.

The Union Urban Development Minister stated that roads in rural areas 
could not be given protection through the 7th September 2006 
notification and this would be taken care of in the Delhi Master Plan 2021.

Underlying the special status of Delhi as the capital of the country, 
Shri Jaipl Reddy said that Delhi has grown over decades and has 
historical problems. The minister stated that the government allowed 
every thing to be handled by the Delhi Development Authority which is 
too much of a responsibility. Stating that the MCD and DDA Acts are 
outdated and needed a close, hard look, Shri Jaipal Reddy informed the 
house, on behalf of Government of India, that the Acts would be looked 
afresh.

The Minister assured the Science and Technology Minister, Shri Kapil 
Sibal that Urban Development Ministry would use the relevant technology 
suggested by him for preparation of zonal plans of Delhi.
