Surat, December 20: Imagine paying charges to the municipal corporation
for non-existent illegal structures and then going ahead and
constructing them. This is exactly what the builder of Akshar Township
in Dumbhal area of Limbayat zone had done, according to findings of a
multi-crore rupee impact fee scam uncovered by the vigilance cell of the
Surat Municipal Corporation (SMC).

The licence of the said architect, Ranjit Solanki, who had drafted the
plans for the illegal structure was also suspended by the commissioner.
‘‘The subject that is now in question is how come the first notice
asking the builders to pay impact fee for a said number of illegal
structures was issued by the corporation. In this regard the Limbayat
zonal chief, the zonal officer, deputy engineer, junior engineer and the
entire chain seems to be responsible. We are currently processing
procedures to take suitable action on all those concerned in this
matter,” said Parekh. As per impact fee rules of the corporation, impact
fee can be taken for illegal construction that were declared illegal or
whose plans were not passed before November 22, 2000.
