At a day-long discussion on public participation in urban planning held
on Saturday, architects and activists noted that the Government sought
public participation only to fulfil the statutory obligation. But
officials contended that they made the information available to people
and the plans were drawn based on the inputs provided by the various
government departments. The master plan has helped get funds for the
development of the city's infrastructure, they noted.
The programme was jointly organised by the Tamil Nadu chapter of the
Indian Institute of Architects (IAA-TN) and the non-government
organisation, Citizen Consumer and Civic Action Group. The organisers
noted that the 74th amendment to the Constitution that provided for
decentralisation and development planning through local governance was
only in letter.
The tone for the discussion was set by architect R. Ramraju, IIA
chairman who said people should be educated on what the plan envisages
for their locality. Instead of seeking people's suggestions at the last
stage of planning, the Government should involve them in the planning
process, he said.
