BEIRUT: In the best of circumstances, disasters are met with relief efforts, and relief efforts are followed by reconstruction programs. It's only natural, then, that observers are tempted to see rebuilding in the same humanitarian terms as relief. Reconstruction, though, isn't a sentimental affair. It raises questions of what gets rebuilt, how and by whom - inquiries that may have spiritual and intellectual facets but, power being what it is, they ground the process firmly in the realm of political economy.
