It was further submitted that the National Aptitude Test in Architecture (NATA) was the pre-requite for admission and therefore even if a student is today admitted without complying with the NATA then the council would not be able to register such a student as an architect even after completing the five year course.

However, the division bench rejecting his argument held that the council cannot directly freeze the admission of students to a college as there is no provision in the Architects Act, 1972, which empowered the council to do so.

The High Court further observed that if the college failed to meet the minimum requirements then the council can act only in terms of the procedure under Section 20 of the Architects Act, 1972.

The High Court has directed the Goa College of Architecture to remove the deficiencies and provide the necessary infrastructural facilities as suggested in a letter to the officiating principal on April 18. The High Court has also directed the state government to file a point-wise compliance report by August 6.
