MUMBAI: Ambitious plans, state-of-the-art designs, large allocation... but all on paper. Mumbai’s Metro rail seems to exist more in power point presentations than in reality. The speed with which it is being implemented can easily put the snail to shame. To top all this there’s confusion too, as to who will do what.

The contract for the first phase was awarded almost two years back, after years of dilly-dallying, to Mumbai Metro One, a joint venture between MMRDA and Anil Ambani-led Reliance Energy. But the actual work began only on February 18 this year, more than 15 months behind schedule.
