Friends,

We have recently learnt about the 'Delhi Urban Heritage Foundation'
constituted by the DDA in 1999 under the chairmanship of the Hon'ble Lt
Governor through a notification dated 28th September 1999 as under:

" with a view to safeguard the built and natural heritage of the city
through collaborative efforts of all concerned, the Delhi Urban Heritage
Foundation is setup by the DDA in exercise of its powers under Section 5-A
of the Act."

The main aims of the Foundation is

(a)" To frame and implement policies for conservation of built and Natural
heritage in the capital city (Delhi) which needs to be protected, nourished
and nurtured by all citizens and pass it on to the coming generations" ....

(c) "to protect and improve environmental assets of the city such as river
front, city wall, gates........

(f) " to promote conservation as an attitude to the city's urban development
process"

Comprising of all the top notch officials of the DDA with the Chief
Architect as the Member Secretary, it provides for coopting members not
exceeding ten, from eminent historians, archaeologists / artists, NGOs,
renowned citizens of Delhi ....

Doesn't it all sound like music to the ears?

But what use such institutions / mechanisms if the civil Society still has
to petition the Courts to safeguard the city's life line, namely the river?

Often these come into place when a forward looking civil servant or
politician is at the helm of affairs to be later conveniently consigned to
the 'Thanda basta' once the person concerned has moved on.

If this Foundation actually exists as provided then we would be grateful to
know if any one on this list is / has served on this Foundation and could
please let us know more about it.
We plan to also apply under the RTI Act to explore the track record of the
said Foundation, which on the face of it appears to be an excellent in-house
mechanism within DDA to plan sensibly and in consultation with the all
concerned.
