Is Mumbai Port Trust's (MPT) ambitious plan to set up a new offshore container terminal by filling up the Victoria and Prince Docks doomed?

Prominent citizens, including naval experts and ex-bureaucrats, seem to think so after procuring a detailed feasibility report on the proposed terminal from MPT under the Right to Information Act.

The Mumbai Dockland Regeneration Forum under the chairmanship of former state secretary D M Sukhtankar has opposed the project worth more than Rs 1,000 crore on the grounds that increasing container cargo arrival into Mumbai port will not only congest the city's roads, but will also be an ecological disaster. The project has been awarded to Gammon India on a build-operate-transfer (BOT) basis.
