Dear Friends,

We in Delhi despite media reports about the widespread floods and resulting
misery being faced by fellow citizens in Karnataka and Andhra Pradesh, seem
rather oblivious to the devastation to what is happening there, other than
may be routine aerial sorties by this or that union Minister to assess
ground situation from the aerial safety of an airplane. But there are strong
lessons and not a few ponderables therefrom:

1. While unprecedented rainfall in the catchment of river Krishna was not
preventable (although such high rainfalls should no longer be seen as once
in 1000 year happenings in the light of climate change scenarios becoming
more and more evident) the devastation and misery certainly could have been
prevented as with improved weather conditions monitoring it is not too
difficult for the local level administrators to know what may be in store!
2. It may be worthwhile to investigate if the number of dams and barrages
were helpful in flood controls or the floods became far more devastating
just because of them?
3. Are other areas in the country (including NCT of Delhi) which could see
such so called unprecedented situations prepared?
