from section 9 of the Rules, it would appear that the
Authority / Secretary is duty bound to publish or
allow persons access to all objs /suggs/
representations received, so that any intervenor can
ask for public hearing concerning representations of
any other person / authority.
Who is the "secretary" referred to therein?
