A couple of weeks back the Minister wanted Chennai to prepare its CDP by
month end July
the funny thing is it was being appraised by the NIUA in Dli at the same
time unknown to him and to the people in Chennai in whose name the CDP was
prepared last week this action was listed by the MouD website also
CDPs under appraisal
many such things are still to happen like the way they have changed the
guidelines for Heritage cities aftyer a meeting jnnum had in Mysore
in Jne 5th.
after Agra allahabd and Ujjain CDPs were already approived but Mysore was
pending

Development plan sent to Centre for appraisal

Chennai, Coimbatore and Madurai will be covered by JNNURM scheme
CHENNAI: The State Government has submitted its City Development Plan (CDP)
for Chennai to the Union Ministry of Urban Development for appraisal and
subsequent grants from the Jawaharlal Nehru National Urban Renewal Mission
(JNNURM).
Official sources say that Chennai has sought funds to support solid waste
management, water supply and transportation projects. The outlay could come
closer to Rs. 20,000 crore and the grant amount, if sanctioned by JNNURM,
would be 35 per cent of the projected costs.
This would approximately be Rs. 7000 crore. The balance must be partly met
by the state government and partly raised from the market.
The Chennai Metropolitan Development Authority has assisted Tamil Nadu Urban
Finance and Infrastructure Corporation Ltd. (TUFIDCO) in preparing the CDP.
The plan was appraised by the Administrative Staff College of India,
Hyderabad. Sources informed The Hindu that the plans have been sent back
with comments and questions regarding the details of the projects and nature
of public consultation.
Sources at CMDA say that the early Sustainable Chennai programme was taken
as a public consultation input.
They claim that fresh public consultation could not be taken up because the
plan is still at its infant stage and this appraisal was only to verify if
norms were fulfilled. The outlay figures are also contested. However, the
JNNURM tool kit does not seem to have such provisions but emphasises public
participation at all stages.
*It also provides 5 per cent of the grant towards plan formulation, pubic
participation and communication. Many NGOs in Chennai are disappointed with
the secrecy that surrounds the plan.*
Prime Minister Manmohan Singh launched JNNURM in December 2005. This urban
renewal scheme has a plan outlay of Rs. 50,000 crores to support urban
renewal projects. 60 cities have been chosen under this scheme. Chennai,
Coimbatore and Madurai are the three cities in Tamil Nadu that will be
covered by the JNNURM scheme.
City Development Plan is a vision for the future development of the city.
Based on this vision detailed project reports have to be made and submitted
for appraisal. JNNURM mandates that the City Development Plan be prepared
before identifying the various urban renewal projects. It is compulsory that
multi-stake holders meeting be held before finalising the CDP and the
projects.
However in the case of Chennai city, this meeting has not been held
elaborately till now. The CDP, which is a public document, is also not yet
available in the public realm.
