Pointing out that in situ rehabilitation, as proposed in Master Plan 2021, is the only way to prevent this illegal sale and corruption, DDA sources say the policy of rehabilitation of slum-dwellers at far-off places when JJ clusters are demolished is misplaced.
"No slum-dweller wants to go that far; so they agree to walk into the trap of the land mafia by selling off their rights to them for a price," sources said.

As per the policy, people living in a slum to be demolished prior to 1990 are to be allotted plots measuring 18.5 metres and those who were found to be living in a slum between 1990 and 1998 are to be allotted plots measuring 12.5 metres. There are 1100 odd slums that are to be rehabilitated.
According to DDA officials, it has been seen that slum-dwellers don?t like to move away from their source of livelihood. So, after selling off the plots to builders, they live in jhuggis in the vicinity of the cluster that?s removed, defeating the entire objective of the rehabilitation policy, a senior DDA official said.

MCD also sent notices on hoardings on Metro bridges, pillars and stations saying no ads could be displayed without its permission. DMRC protested and while MCD backed off on the hoarding issue, it?s firm on property tax. ?Like all other property owners in the city, DMRC has to account for the land it owns and its commercialisation,? says a senior MCD official. The battle has now moved to the court where the hearing today was deferred by two weeks.
