The Constitution of India, committed to universalisation of education through a directive principle, was amended to make free and compulsory school education a right. The amendment requires a law to be enacted, draft Bill for which was prepared and twice modified in 2003. In the discourse about the draft bill as well as in recent PIL on free seats for the poor concern for a common school system has been amply reiterated. But holistic solutions suggested in existing law, such as in the equal access neighbourhood school provisions of Delhi Master Plan, although being sought by communities, continue to be disregarded in the discourse.
