and 20% and that free seats are only in lieu of cheap land allotment. (and i 
have been suggesting contempt proceedings against Delhi government for 
downsizing 25% for EWS, clearly mentioned in court order of jan 20, to 20% 
for BPL in line with three drafts of NDA Bill in its administrative order of 
april 27).
