The considerable criticism of master plan based city development is based on certain inadequacies of long-term planning and the fact of reality overtaking plans. What this does not capture is the significance of master plan processes as an instrument for conflict resolution and distributive justice in space and time. While efficiency arguments against the master plan, especially when they do not obfuscate planning and implementation failures, can be persuasive, equity arguments in its favour are compelling.
